psv operator's Licence

Hello Everyone,
I hold a cat D psv driving licence and I am looking to get a PSV operators licence to have a minibus for school contracts. The requirements for a standard licence are too much for me, and for a restricted licence, I need a main job. Because I am a taxi driver, I dont' think i will be granted a restricted licence. Is there an option of franchising with a coach/ minibus company or any other info, please post. I will be grateful. Thanks

Not sure what you are asking. I have known, only recently, a private company operating a school minibus with a section 19 permit.

Like I said, I know of a Rollinsons in Leeds doing a school run whilst using section 19. I too find it strange.

You don't get a choice over what O license you can apply for, which one you need depends on how you're using the vehicle. You cannot have a restricted license because you aren't solely transporting your own staff but are doing it for a client for hire and reward so you need to have a full national O license. Restricted licenses are for things like companies who run buses to transport their own staff, a school running its own buses to transport its own pupils, a charity transporting its users for free, not for a business who is transporting people for profit.

Franchising won't remove the need for you to have an O license by using another company's, that's illegal. My company has four sites and each one of those has to have its own O license as one of the requirements of an O license is that the vehicles have to be based at the premises stated on the license application so four premises, four O licenses hence why franchising won't work.

It is possible to hire someone who already has a CPC as a Transport Manager to support a full national O license and there are many people who have a CPC who offer this as a service for a fixed weekly fee but be aware that DVSA are tightening down on this as a requirement of the O license is that the TM must have an active role in managing the transport side of the business which quite clearly someone living 200 miles away acting as a TM for 100 companies isn't going to be able to do to the required level.
