Why not just put a claim in through PayPal as item not received. Should be easy as you have a message trail from the vendor admitting that they can't supply the goods ordered.0

OP doesn't have an account with paypal and they were not acting as a intermediary here.
It would be like a retailer using streamline to process payments and us telling a poster to take the dispute to streamline - which isn't going to help the poster because they have no contract with streamline therefore no contractual rights to enforce.You keep using that word.
