If the industry is heavily circumscribed a lot of the smaller companies will no doubt go to the wall. PE would be in a good position to mop them up and clean up its act.

Shoplifting for example has been targeted by ppc like firms who have shyed away from court due to pre Beavis arguments. I think that it is now possible a "private fines" industry could spring up.

P.E as the biggest boy in town are well placed to be at the forefront of this. They have the resources to argue Beavis in other areas. It would be a very small step from parking to littering or dog fouling for example.

one of the parking Cos has already set up and running a fuel theft website , using ANPR etc to go after drive offs , not sure how the police think about this , crimes not being reported ans private $%^&* going after "villains"

I think the "villainy" here will be the fact that they are using KADOE to get keepers info , when those cases are NOT related to parking
