The driver had a meeting at a coffee shop on Farnborough Business Park and had to park in the road running behind Costa as the Costa car park was full - this small bit of road is a dead end - it just simply runs out. The driver parked at the end of a long line of cars parked on that stretch of the road and was not obstructing traffic in any way.
Imagine the registered keeper's outrage to get a parking fine through the post from UK Car park management (CPM) for £100. There are restrictions on parking there but they are about 8 feet up on lampposts - bright purple signs with small white letters so impossible to read. So can the charge be appealed and is it a legal charge?

Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.
It is not a fine.
You appear to have missed the sticky thread for NEWBIES that tells you how to deal with this scam, and has a ready made appeal template in blue for the keeper to copy and paste and send.
Don't forget to complain about this unregulated scam to your MP. It's the only way this will ever get stopped.I married my cousin. I had to...I don't have a sister.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.

I have read the newbies thread and there is a lot of great information there but I am not sure I've understood quite what my next step should be. The appeal deadline is now passed due to holiday so is it worth still appealing?
If so I think that the appropriate response to UKCPM would be the one size fits all letter as the registered keeper plus as per the additional section on the template letter which suggests attaching hospital or loss of earning receipts the RK could attach a copy of their receipt from Costa who are located on the Business Park to prove they were not just parking there on a whim? Am I correct? Sorry can't work out how to attach the letter I have prepared.

Complain to Farnborough business park.
If you don't, you will be sued by UKCPM so the complaint is important/saves hassle.
Don't appeal late, you have just typed exactly what NOT to add to an appeal where you do not want to imply who was driving...and you just did.
Edit your post.

GlamGran, you have now made two posts and in both of them you have told the world who was driving.
In the very first reply you received you were advised to edit your post.
Not only have you ignored that guidance, but you have repeated the mistake in your latest post.
It was the driver who parked the car.
It was the keeper that received the PCN through the post.
There is no place for the word 'I' when describing events on the day.0 -
thank you to everyone who has pointed out that I did not use the correct terminology. Even though I had read the newbies threads I had failed to realise quite what the 'edit your post' comments where going on about - think I have amended my posts correctly now.
If I complain to the Business Park presumably I have to do so also without admitting liability for the offence?0 -

Come on, there is no offence, no fine. Just a scam that you are complaining about.
