Paint for mineral felt?

Brief story. We are doing up the flat roof at work to use as a roof garden/seating area. (Very large building, yes it can handle the weight!) The HSE guy has said we need to paint a designated walkway and seating area and also there's some humps that stick out of the roof about knee height so he wants these brightly coloured so not trip hazards.
All surfaces are covered in the slightly green gritty roof stuff (might be some sort of mineral felt? But I don't know what its called really).
The "proper" paints I can find are all waterproofing stuff that only comes in black/grey etc. Totally not what we need. We want bright colours, red, green , yellow etc.
Is there any reason I couldn't use eg garage floor paint? It needs to be hardwearing as some areas will be walked on and obviously its a roof so open to the elements.
Suggestions please!!

You'll degrade the felt if you paint it with garage floor paint.
You do need a designated walkway, but does it have to be "painted"? Not the best with a felt roof. They are quite common with plastic/rubber products however as they can be easily coloured.
If the roof has to stay i'd be tempted to use another material and lay it on top of the felt.0 -

Green felt is readily available, as is red/brown - I'd be tempted to get a roll or three of the latter and have it hot applied. This would mean getting a contractor in with a big blow torch and maybe a cauldron of bitumen.
However..... Most felt roofs are not designed with foot traffic in mind. Unless the existing surface is intended to be walked on, expect it to degrade and start leaking very quickly.Any language construct that forces such insanity in this case should be abandoned without regrets. –

As they said but as an aside water based acrylic paints are often better
out in the sun than oil based(more flexible), bitumen based is better0 -
Yes, the roof is intended to be walked on. There is a proper (indoor)staircase and doorway leading onto the roof. Not just fire escape type stairs. There is quite a lot of equipment on the roof that is regularly serviced. There is no problem with foot traffic on the roof.0
