Dual Rate Meter - Confused...

I recently had my electricity meter replaced after an ongoing saga with British Gas where the previous meter remained broken for over a year. The property is wired for dual rate electrics - the boiler and storage heaters have separate wiring so they only come on during off-peak hours.
Now that the new meter has been in for a couple of months, our electricity bills are through the roof. I suspect that something has been done incorrectly when the new meter was put in. I have a case open with British Gas but they are threatening that that if they send someone out and they find nothing wrong with the meter they will charge me upwards of £80 for the visit.
I did a test on the meter by isolating everything then running a 2000w heater for one hour, and the kWh readings appeared to be correct. But I am wondering whether perhaps somehow the boiler is not just running during the off-peak times, because they've wired up the meter wrong?
This morning I checked the meter to get an up-to-date reading, and I noticed a light on the meter reading "100A" was lit up. Normally when I check the meter this is always off. The normal 1000imp/kWh light was also flashing quite rapidly, even though everything in the flat was off at the time (apart from the fridge). It was also outside the time that should have been the off-peak rate, so the boiler should have been off at this time.
I'v tried looking up this "100A" light, and can't find any info at all. Does anyone know what this light means?

Many digital 2 rate meters have an internal clock displayed showing the time it thinks it is. If it has one compare the time its showing to the current BST time.
All digital clocks are set to GMT by the way, so they will be an hour off the correct time now in July so the boiler could be on up to around 8.30 am depending on what time the cheap 7 hrs is set to0
