tax calculation wrong due to rebate error, I owe TAX!

Hi, could anyone spare a few minutes to give me some advice? I've paid tax all my working life and It's very naive of myself know, but whenever I get a rebate, I don't question it. It's always nice to get a rebate.
I got a tax calculation for the tax year 2017-2018 And I owe 1609 in unpaid tax. I paid tax but unfortunately, when I left my previous provider, manpower, they either didn't enclose the p45 to the next employer, BT, so basically I showed up on manpowers system allegedly. They then issued a refund of 600 quid back to me in January. I was not expecting it but to be honest, they have been a bit incompetent and didn't really explain the process of final wage, final salesman commission or the untaken holidays pay. I thought it was legit. to make matters worse, BT In my 2nd month with them allegedly put a rebate back into my wages! So now the tax office are chasing me this payment. Im not looking to tax dodge or anything. What I'm concerned about is HMRC are pointing the finger at manpower/BT and they are saying they cannot issue a rebate without being informed of HMRC. No-one can give me a straight answer. It wasn't my error. I rang up twice to HMRC to double check I was on the right tax code. Can anyone help me or give me some advice? I want to know why they paid my tax back to me in error.

That's not the way it works. Manpower gives you a P45, you hand that over to BT....,

You would have to supply the actual numbers from your payslips and P45 for an answer.0 -

If you really want to know what happened your best bet is to post the full details here.
You will need to give the following details from each of your payslips for the full tax year....
Employer name
Taxable gross
Tax paid
Tax code/basis
Month number
Taxable pay to date
Tax paid to date
Previous pay
Previous tax
Then advise your correct tax code along with details of any variation eg taxable benefit like car or insurance.
Details of any P45s issued or any declarations (ie starter checklist https://public-online.hmrc.gov.uk/lc/content/xfaforms/profiles/forms.html?contentRoot=repository:///Applications/PersonalTax_iForms/1.0/SC&template=SC.xdp) made by you at the start of new employment.
Details of HMRC calculation of tax owed.0 -
Were you working for BT under a contract with Manpower and then changed to work directly for BT under a contract with them?0

That's it exactly. It was a bt advisor role but brought in by manpower. So manpower paid us and was our employer but we were with BT.
The manager at manpower has been helpful but imnstill waiting for manpower to get back to me with my pay info email.
They deffo didn't give me the right info or the p45. I'm gonna pay it of course, but I feel letdown by this whole fiasco.0 -
When did you change from Manpower to BT?
You say Manpower had kept you on the books for January- presumably after you had left?) and gave you a tax refund.
When BT paid you for second month with them they also gave you a refund of tax.
so it looks like there was a mis communication between Manpower and BT when you changed over.

what is the code number ?
