I scraped some off with a waxy plastic car windscreen ice remover.
    Forgotten but not gone.

You really shouldn't need paint stripper for emulsion paint and it's nasty stuff so may do damage to the upvc. I would give it a bit of a scrub with one of those abrasive washing up sponges or a light scrape with a paint stripping tool. I've even used the blade of an old dinner knife to scrap off excess paint. It should come of easily enough.

Just had a thought. Is this all over the frames deliberately or just sloppy decorating?

Apply some damp kitchen roll, leave it on for an hour and let it soften the paint. Should just wipe off

if it really is emulsion paint around the edges of the window frame then it should come off with a bit of elbow grease. What have you tried?

I know it might sound odd but OI tried nail polish remover and it did seem to work but I thought it might damage the uPVC
