Smart Parking PCN received @ Poundstretcher/Iceland parking for 13 minutes

Hello Everybody! I need some advice if the ticket received has any chance to be cancelled. Still I am a bit confused after reading another relating threads including "NEWBIES" how to appeal. I am not native english speaker so even more confused.

Parking is located at the back side of the shops and actually there is no chance to read the signs before entering. There is no some driveway to this "restricted" area and it actually border to public road. Photos that camera shot are just after turn from the main road when entering and just before turn to leave and time between show couple of seconds less then 13 minutes.

This parking had no restrictions for shoppers years ago and I remember was free on last visit to Iceland.
Charge required now is 50p per hour, refundable at shops till when purchased for 5 pounds or more. Not a problem if you have coins. There is no other possibility to pay then by coins or mobile phone.
5 pounds shopping then were done for eligibility to refund asking by the way someone from staff if credit card payment for parking would be possible, what was confirmed it's not possible.
This took almost 13 minutes, entering the site, parking, some signs reading and quick shopping in such cicumstances and leaving.
Two weeks later PCN by post, to pay £60 to the keeper who ... were at work.
Unfortunatelly there is no receipt but this can be seen on credit card statement.
Next day after receivng PCN and reading this forum I tried to talk with managers of both shops but they showed no knowledge about this parking with no idea who is the landowner.
Any help please?

    Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. ;)
    The Keeper has certain protections, The Driver does not, so remove all mention of who was shopping.

    Next, send the appeal as Keeper using the template from the NEWBIES exactly as it is.

    If/when it is rejected, read up on how to make a second stage appeal to PoPLA using template points from post 3 of the NEWBIES.

    As I understand this should be this template under that line?
    "Template appeal for BPA or IPC members - copy this wording into the online appeal box::"
    Should i add any words about the circumstances for this case? such as driver was shop customer or the time of parking did not excided reasonable time limit to leave? Or it does not make any sense?
    Or the template should be copied exactly as it is without any add-ons?


    What if the signage is not too small or is large enough, how to rate this? should I be sure about this?
    Better for me is to ask twice and make sure, not doing someting what could go wrong direction. Sorry for being so detailed apart from what is already known.

    As Fruitcake has already said: send the blue text appeal as it is.

    Send it as the keeper.

    Additions or alterations will make no difference, other than clouding the subliminal message " this appellant is using MSE - so will be difficult".

    Yes. As long as the location is in England/Wales.

    No need to reinvent the wheel, and you are likely to see Smart just give up first try! I must admit I cannot understand why anyone posts to ask us to repeat what's in the sticky thread, and it works.

    Surely easier to search the forum for 'Smart' and read all the cases this year where they've folded, to prove in your mind that the template works. Have a look, you will be amazed how easy it is.
