Chimney on terraced house are we liable for any costs?

Hi all,
A bit of advice needed please :) we live in a terraced house and the way they are built it means the house downs chimney is actually on the house ups roof so for example no1 chimney is on number 2 house and so forth.
Now to our property due to issues with next doors down chimney we’ve had issues of damp and other stuff. The neighbour aware and has kept saying he will look into it and about 2months who said he wanted to get it sorted sept/Aug. He’s elderly so I know money is tight for him but last Friday he stopped me and began saying he’s had quotes and wanted to go halves as the chimney once its removed will mean slates will need to be put in its space.
Now are we liable to pay any costs such as the replacement slates or scaffolding?
It’s suddenly made it awkward.
Any advice would be great thanks :)
