iCloud photos not downloading

It's driving me crazy - I've lots of photos on my iPhone that I wish to download to my PC. I used to be able to plug in my phone to my laptop and download away. Since installing iCloud I seem to have lost all ability. When I log into iCloud Photos it shows all of the photos including some that have been sent to me via WhatsApps but when I go to download photos from iCloud library it does not download all of them? There appears to be no feature in iCloud photos to 'select all' and download, only individually?
If I did manage to successfully download all photos from my phone to my PC, will I be able to delete from my phone only and keep them all stored on my laptop?
Am I being really dim or can someone offer a solution to what I thought would have been a simple exercise!
