Unexpected PCN

Hi, parking in a Mecca bingo carpark I always thought was free late on an evening. The reason I thought it was free Is I have known people park there regularly every six months for the last 5 years and never had a problem. Then someone parked there last weekend and received a PCN for non payment. I have since checked the notices(which wasn't done on the day in question) and they do point out restrictions which I now know have been broken, but it wasn't noticed at the time. Is it worth appealing this? £60 or a £100 seems a lot to pay.

Which ppc is this?
I suspect it's Minster Baywatch; they seem to be the regular Mecca contractor.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

Thanks for the replies. The company is Parkingeye. I see there are standard templates to use for submission in an appeal and one of these would be used if an appeal was made. If an appeal was made and lost would the charge go up from £60 to £100 as it would no doubt go past the stated 14 days allowed to make the lower payment? For newbies this really does seem complex when you read the many different threads that might relate to a particular case i'm looking at.

Hi, after receiving PCN at beginning of this thread i have as the registered keeper, submitted a dvla fight back email, submitted a sar to parkingeye, The appeal is- copied and pasted
"Re PCN number:
I appeal and dispute your 'parking charge', as the keeper of the vehicle. I deny any liability.
There will be no admissions as to who was driving and no assumptions can be drawn, nor was there an agreed contract. Your signage terms fail the test of 'large lettering' and prominence of the parking charge, as established in ParkingEye Ltd v Beavis, which is fully distinguished.
Should you fail to cancel this PCN, I require with your rejection letter, all images taken of this vehicle & the signs at the location that day. Do not withhold any images or data later relied on for POPLA/court.
Firms of your ilk were unanimously condemned in 2018 as operating an 'outrageous scam' (Hansard 2.2.18). The BPA & IPC were heavily criticised too; hardly surprising for an industry where so-called AOS members admit to letting victims 'futilely go through the motions' of appeal and say on camera 'we make it up sometimes' (BBC Watchdog).
I will be making a formal complaint about your predatory conduct to your client landowner, as well as complaining in writing to my MP and ensuring that they are appraised of the debate where Parliament agreed unanimously: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists...should not have to put up with this''.

Service of any rejection letter/POPLA code and/or legal documents by email is expressly disallowed. All responses to me from this point on, must be made by post. Regardless of any MCOL online/email system, service of any court claim must only be made by first class post to the latest address provided by me.

Parkingeye have now emailed me their rejection of my appeal giving me a popla appeal number(i thought they would have written by post), i am at the stage of a popla appeal. I am not really sure how to present my popla appeal, if you read the beginning of this thread to help advise me, i'm not sure if i have any strong points for appeal and how to present them. The doubt of the strength of any appeal comes from the fact that the driver had parked there many times in the past at the same times of day and had never had any problem or pcn issued. Can anyone here offer any help?0
