Unit Stocking Finance

Purchase a car from a Car Dealer who had been trading 22 years, recently had an accident in which my car was written off, the insurance have advised that it has unit stock finance on it, and therefore they have to pay the finance company, looking at forums this is something that lots of car dealers use, however normally the finance is paid off once you pay for the car, in this case it wasn't.
The Car Dealer is no longer trading although I am in contact with him as he has set up another business (sole trader) and he says he will sort, but doubt this
I think I should be covered under the Hire purchase act 1964 section section 27 under the conditional agreement
I can't fin out how much is outstanding as its not my fiance agreement and insurance company will not tell me, cant go to the financial ombudsman as again not my agreement
Motor Trader Ombudsman cant help as not a member
Has anyone else had this problem, I have raised it with the insurance ombudsman
