City break with toddler

Looking a city break destination to go with DH and 2.5yo. Any suggestions? Looking at 3 or 4 nights in September/ October and looking for lower-budget places. Anyone any recommendations of where and what to do for kids when we get there.

Honestly, I don't mean to be funny, but what on earth would a toddler get out of a city break?

I really think that city breaks are for adults, - or at the very least older children. I don't think we did a city break till around the 8 year old mark, and that was to Barcelona with a trip to Pottaventura as the main reason for going.

A 2.5 year old will be happier with a bucket and spade and a caravan somewhere.

But that isn't what I asked. And I also don't agree. DS doesn't like the sand, we had an awful time when we took him to St Anns a few weeks ago. As a family we are also very very fair and burn easily and don't cope well with heat and sun. Fine for me and DH to spend the day inside and go out for walks along the beach at sunset, but not for DS. I was taken on city breaks with my parents from being quite young, they are amongst some of my favourite memories.

Berlin is great for kids - public transport is easy to use, it's usually cheap to fly there -depending on which airport you might even have multiple flight times a day so you don't have early morning or late night flight tiredness to deal with.

Once you're there you can visit the zoo, natural history museum, Sea Life aquarium, puppet museum, and there's a city zoo where you can see and stroke farm animals in Kreuzberg too. There's lots of reasonably priced places to stay and lots of child friendly options for eating out.

Or Budapest - there's a really fun railway that you get the tram to - it's ran by children and goes up a massive hill with amazing views over the city. There's also a zoo, and a miniature railway place where you can control the trains, and a funicular up to the castle, and an island in the middle of the river with a lovely park and plenty for kids to do. It also has easy to use public transport.
