Why not put something along the lines of the following. Not sure how you want to go about it from here but maybe there is some stuff you can use or think of adding in your own way.
Dear Sirs,
Re: Purchase of <Insert Address> and mortgage arranged by <Insert Broker Name>
Further to correspondence received from my solicitors, <Insert sols firm name>, it has come to my attention that you are looking to charge me for the advice that your company provided me.
I would like to confirm that your broker, <Insert Broker Name>, has never mentioned nor advised me that there would be a charge for this advice and I find this very upsetting. I understand that you believe that you have my agreement to this fee in a signed document, which your broker is trying to say that I signed on the 30 October 2007. I would like to confirm that I did not sign any paperwork on that date and nor have agreed to this fee.
It is to my understanding that any fees that would be charged should have been brought to my attention on out first meeting, which was <insert date>. I would not and do not agree to these charges and believe that your broker has acted improperly by fraudulently completing documentation as this fee agreement should have been signed before your company proceeded.
As such, I wish for this letter to be taken as a formal complaint and for you to investigate this through your internal complaints procedure.
(option1) As I now feel my trust has been broken, I would like to formally confirm that I will no longer be proceeding with this transaction through yourselves.
I look forward to your response and confirmation that you will look to refund me the costs incurred for your application (Valuation fee etc).
(option2) If you would agree to complete the transaction on a fee free basis, please confirm to my solicitor and myself that the amount of £695 is no longer due.
