ebay buyer requirements - credit card on file requirement has disappeared ?

as per title
when I go to my ebay buyer requirement settings the block users with no credit card on file option is not listed anymore
is this just me or is this the same for everyone ?
this is really bad news if permanent as it was the main way to stop dodgy buyers

A lot of the seller requirements have gone without any notice of official explanation. Some sellers have been given the standard eBay line that it is to improve buyer experience and increase sales.
