Income Support is what people usually claim if claiming Carers Allowance but it depends on circumstances and whether they have a partner that works. More info is needed to advise you further.

What they can claim depends on circumstances and what's in their area. With very limited information from you, it's very difficult to advise.
If their area is a full Universal Credit area then it will be this they can claim and not the other benefits. Pop their postcode into this link, it will tell you what's in their area.
