PCM appeal ignored

Hello, I wonder if you could help me.
I have received a ticket from PCM at High Point Village.
It's a hired vehicle. Appeal was sent online, but PCM ignored it and sent another parking charge notice. Same as the first one but with changed date.
Question : what next? Should I try to send appeal again, this time by 1st class mail?

Edit your post to remove information about who did what.
Only ever refer to The Driver and The Keeper who are two different people.

Complain to the scammers that you appealed and have heard nothing since except a repeat PCN. Include proof of sending with your complaint.
Complain to the DVLA that your initial appeal has been ignored, and complain to your MP about this unregulated scam.

- the Hire firm passed you the PCN and you appealed, then
- PCM sent you a fresh PCN in your name as hirer?
If so then that is the correct thing for PCM to have done, but we hope you never admitted to driving. A hirer is in a very strong position when PCM/Gladstones sue.
The main thing is that they write to you as hirer, and don't try reverting to the lease/hire firm.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
