Push it onto the Highway and report it as abandoned?

Yes, push the problem onto someone else and let council tax payers foot the bill

    Unbelievable.............................

The car would be stored by the Council and they would chase the Ex for the storage/disposal costs through details with DVLA and subsequently debt recovery.

That's if they ever find him......................unlikely from what the OP stated,

'Sister isn't the person registered on the log book though correspondence is against her address (demands to tax/insure are piling up!)

She doesn't have an address for her ex but does have a mobile number however he doesn't seem to be answering calls or voice messages/txts'.

I'm pretty sure a Debt Collection agency wouldn't give up that easily...

Isn't that the solution? Bailiffs turn up, seize the car. Problem solved.

Why would the bailiffs seize the car?

Actually, it's the local council's job to remove abandoned vehicles even if they are on private land.

    https://www.gov.uk/guidance/abandoned-vehicles-council-responsibilities

So sister could phone the council and report it as an abandoned vehicle. However, don't expect the council to be in any hurry to pick it up. They would probably just pop round, slap a "this car appears to be abandoned" sticker on it and wander off again.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.
