Clean Windows On 2nd Floor Flat

Hi Is there an easy way to clean windows of the bedroom as not have a balcony as can reach up to certain range but still leaves marks on windows

In every flat I've ever lived in the head lessor (basically the management company) have been responsible for cleaning the external sides of windows, with the leaseholder responsible for the internal sides.
Is it really your responsibility?0 -

In my area - a city centre - the district council will only allow window cleaning using a cherry picker at night or on a Sunday. This is to limit the impact on city centre traffic (mainly buses).
In our long lease the leaseholder is responsible for cleaning, maintaining and (eventually) replacing the front apartment windows. The freeholder is responsible for the rear communal corridor windows.
