Hi all
I'm seeking advice/assistance, I recently discovered a Notice To Keeper letter from a local parking company called UKPS, they are registered with IPC. This PCN was issued on 18/4/18 and I allegedly parked in a pub car park on 9/4/18 this NTK is dated 16/05/18. Now I moved house in 05/12/17 so I only just received this NTK after trawling through a heap of letters that were brought to me. It is now near July so I was wondering if I continue to ignore this or do I send a letter? I did look at the newbie page and the template that was provided and as far as I'm aware parkingeye ltd v beavis doesn't really seem to apply. They are trying to charge me £100 in the NTK and previously offering £60 in their good grace early payment "offer". So my main question is what should I do?

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.
