KADOE contract are the DVLA right??

Hi all,
Excel parking applied electronically to the DVLA for my keeper details well outside the 14 days limit for an ANPR event. I wrote to the DVLA and they state that this was not a breach of their KADOE contract. I'm more then a little surprised as an adherence to the section 4 of the POFA seems mandatory both in the KADOE contract and the IPC's members conditions. I was wondering how they're able to avoid a breach as they clearly don't conform. Is there some secret exclusion clause somewhere?

They can apply late. It means they are unable to rely on POFA to transfer liability from the driver to the keeper though.0

Thanks Waamo. Isn't that through the form route where they have up to six months? On my SAR to the DVLA it looks like they used the standard electronic request.0

From the KADOE contract:
So they can request data up to six months following the event.B5. Time Limits for Data Requests
B5.1. The Customer may request Data using the KADOE Service relating to events that occurred on or after the Commencement Date of the KADOE Service.
B5.2. The Customer may request Data relating to events that occurred on the day that the request is made, or in the preceding 26 weeks.
Their 'reasonable cause' is to ask the Registered Keeper for the name of the driver.0 -

Honestly I can't understand how people get this idea that there is a '14 day limit' set in stone, to send a NTK. Maybe it's some rubbish in the flawed MSE article? That's only a POFA deadline, for NTKs that claim 'keeper liability'.
The NEWBIES thread tells you that PPCs do not have to use the POFA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Of course not.
That whole document is talking about the electronic service.
Another quote from that doc:"KADOE Service" means the provision of Data regarding the Keeper of a
Vehicle at the Date of an Event using the electronic service detailed in the
KADOE External Interface Specification electronic service.0 -
