So do I take it you have not understood the explanation given in post#2 by WhoIsThat?

Please try reading it again, as it seems a very comprehensive explanation to me.

    I have understood it.
But when CEC says my payments will be £34 and Avro quote a different figure I simply asked where CEC got their figures from - By that I mean do they input MY consumption figures or monthly payments on the Avro website or what? I just wanted to know how they get their figures. How do they get tariffs from Avro and other energy suppliers; do energy suppliers list their tariffs based on consumption on their websites? I don't know the answer to that. I just know how much they quote when I put my figures in.

Forget about MSE CEC for the moment. Run the comparison on another Ofgem accredited PCW such as Which Switch and see what result you get. Remember to get an accurate result, you must enter your projected annual consumption in kWhs/year. In my experience, the total annual cost will be the same whatever PCW you use and it will match the quoted cost on the supplier’s website.
