Credit Searches

Two months ago I applied for a Capital One Card, and it was declined.
Capital One did a search on my Credit File as is usual, no problem there, but after they decined my application they did another seach, which has resulted in two of my other cards having my limit's reduced.
I have asked them and Experian to remove the second search and they have both refused.
Can Capital One do this legally, if not any suggestions where I go from here.

Was the second search a "credit card" search or an "ID Enquiry" (or similar) search? If the latter, then other lenders won't see it because it's classed as an unrecorded enquiry.
I suppose though, that your only option is to invoke Capital One's official complaints procedure.0 -

The second search was a full credit search, which in my limited knowledge should not have been done.Aiming to be debt free....but still off target0
