PCN parking in Royal Glamorgan Hospital

Have a few questions to ask about a PCN ticket from PS24.co.uk.This was put on the windscreen of my car.Whist attending an appointment at Royal Glamorga Hospital.
1, On the plastic bag it states WARNING-UNATHORISED PERSONS MUST NOT REMOVE OR INTERFERE WITH THIS TICKET . What does this mean
2 Can i ask them to prove that the number plate on the car actually belongs to that car .Does it correspond to the VIN NUMBER on the dashboard .Vechicles have been known to have false plates etc
3 If i have an appointment letter from the hospital to attend .Does this mean that the hospital is in fact giving me pemission to park on their land?

I have been trying on their website to get prove of evidence .Everytime i get sorry your notice is not online yet.The ticket was issued on 26/06/2018.
Another point i would like to mention.There were other cars park in the same area that did not get a ticket.Some of these were parked right underneath the strictly no parking sign .One car was parked right next to me no ticket .
Have taken photos to prove this
I would appreciate further help on the best action to take.Do i ignore them or find out how to appeal0 -
That "unauthorised persons" nonsense is just an attempt by the parking company to mimic a council ticket. Why do you think they use the same black and yellow colour scheme as councils?What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

The fact other people haven't been ticketed is irrelevant. Use the templates provided in the Newbies thread to appeal.0
