PPI Claim for HP on a car

I bought a car back in 2001 (Bought the car at the dealership, who sold me PPI - basically said I could not have car HP without the PPI).
I have the paperwork for the Finance and PPI (Through First National Wagon Finance - now owned/bought by Santander). So submitted a claim through Resolver.
Santander have now replied saying it is not their responsibility but that of the dealer (who ceased trading some years ago) and I should raise any issues around the sale of the policy with them!
Any suggestions/ideas on where I stand with this, I always thought in finance if someone (so the dealership in this case) is selling something on someone else's behalf (Wagon National Finance) the one they are selling on behalf of has the responsibility to ensure it is done correctly?

A mis-selling complaint must go to the seller.
Unfortunately, car dealers were not regulated until 2005 and so, if the dealership are no longer trading, there is no one left to complain to.0 -

Santander are correct. The dealer sold you the PPI, they are responsible for any mis-sale. The sale was pre-regulation, so even if the dealer was still going, it would be rejected.0
