403 Forbidden Your client does not have permission to get URL

Help,anyone know a quick way to stop this occurring please.
Started happening today after TalkTalk put a bar on my Internet/phone yesterday evening in spite of me having zero outstanding billing.After much tearing into them last night until they closed at 8pm....and again this morning when my phone was back to outgoing calls but still no Internet until 9am
This 403 is fairly random...no access to ebay,radio 4 live,a bike forum,a home DIY forum etc.
Some sites I`ve been on yesterday,others months ago.
I half expected to see it when I clicked on MSE.com!
Also,Avast has hijacked my browser position,so I have to delete it and go through Google Chrome,which Avast have knocked off its default position.I prefer Chrome because it`s less hassle,its memory etc.This happened a week ago,so perhaps nothing to do with the 403,but may be connected too?

I found this thread, which seems to suggest that there might be a line fault, and the 403 error is produced by the router.

Maybe the bar hasn't been correctly lifted, or maybe there's a line fault...? Either way, I'd talk to TalkTalk and see if they can fix it.0 -

Avast comes with loads of bloated junk. If you start the "uninstall" process via the Control Panel applet, you'll be given the chance to modify the installation.
Make sure that the "shields" (file shield, email shield, web shield) are enabled, and maybe the software updater and rescue disk, but you probably want to untick the other options (Avast browser, browser SafeSearch, etc.).0 -

I hate dealing with TalkTalk,they`re an abomination....as are Open Leach!
I`ll tackle Avast too,I thought I already had Microsoft security,I don`t know how Avast came onto the scene ages ago,probably due to an unwise decision I made.0 -

I suspected TalkTalk was behind this and sure enough they were.
Again they wanted to send an engineer to my property....again I said the problem was not at my property.
I asked them to reset my router remotely from their hut in whatever part of the world they`re in.They refused and refused until I shouted at them to do their job.Trying to reset it here doesn`t work,so it`s their muck-up at their end.
Internet was back working then,but phone faulty.We`ll send an engineer out to your property they said after telling me they`d found a problem at the Exchange after running tests thousands of miles away.Oh no you wont,no problem at my property,you`ve already pulled that bogus engineer fault in property trick and had to cough up.I made it clear that I do not want an engineer at my property while there is still a fault on the knackered overhead lines/cabinets.4 miles of cable to piddling Exchange in local town.
So knock-knock,Open Reach engineer at my door few days later.I explained I`d instructed TalkButDontListen to not send an engineer to my property.The engineer said he`d found a fault but it wasn`t at the Exchange as TalkButDontListen had claimed.He was clear that they could not know what they`d claimed.
Engineer trots off to a Cabinet and returns an hour later having found a shorting frayed wire(now there`s a new one).
Fibre was put in the ground years ago,but not being used.TalkButDontListen cram more customers on worn-out lines than any other network,often exceeding the limits many-fold.
Phone side has fresh issues and Internet speed is hit&miss.
I don`t use wifi,modem is right next to the new socket.Computer desktop works well when BT`s worn-out equipment isn`t self-capping to half a meg as had been reported by Open Leach engineers on numerous occasions.
Neighbour with another supplier,Sky,has to run another system via Vodaphone because the landline is so poor,so is paying double to get a half-decent service.Other neighbours have just given up,or like most Brits,just put up with the status quo...crackling phone lines,dropped calls,odd ring duration,scatty Internet et al.
Welcome to third world Britain....my friend in East Africa has a better service than me.0 -
This is almost certainly a problem at their end. You need to ring them again.0

Sounds like the OR bod wasn't up to it - a lot of them aren't even trained to look for broadband faults, or indeed have the test equipment on the van to locate them (phones will work on degraded lines that affect the bb quite often).
You need to keep pestering TT for them to pester OR on your behalf...and if it's an intermittent fault, MAKE SURE they acknowledge the fact and tell OR is is so.......Gettin' There, Wherever There is......
