Zenith Collections -Intention To Commence Legal Proceedings

Hi All,
I did not pay a fine back in January, for which the company then forwarded it onto to Zenith Collections who have been sending letters for months. I have never responded to previous company or these cowboys.
PS they never took a photo as evidence as far as I'm aware, so this is total harassment.
The next stage has been reached! I have now received a letter 'notice of intention to commence legal proceedings'
'Despite our reduced offer to the settle this (£137.50 instead of £150) you have not paid this.
'you should note if payment is not received this matter will be passed to our legal department with the recommendation that legal proceedings are necessary'
ccj blah blah.
Anyone got this far in the ignoring process? Continue ignoring?

Normal for Zenith, ignore means ignore.
Who are the cowboys in question? Some never sue.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
