PCN Appeal/POPLA request ignored

Received a window PCN for apparently overstaying on a private residential carpark (26/03/18)
I followed the Newbies advice on the forum & appealed online as the keeper of the vehicle on day 25 using the one size fits all template (20/04/18)
I received an email back straight away stating a response will be sent to me within 35 days that the appeal was received.
14/05/18 I receive a NTK letter. I now thought I had to appeal again so attempted the online appeal service once more & when I input my PCN reference the website notified me that there was already an appeal in progress.
35 days pass from my initial appeal with no reply/ contact from the PCN company, I start to believe the case has been dropped.
56 days after my appeal I receive a letter from an external debt collection company for £170 (15/06/18)
I'm now unsure what to do next? contact the debt collection company & explain I never had a response from my appeal or do I contact the PCN company, query their lack of response & ask for POPLA. Or do i do nothing?
Please help!

Also happened to me (no rejection letter/popla code)
What I did was:
-E-mail the PPC, tell them they are in breach of the BPA code of practice (sections 22.6 and 22.8) and they can either cancel the PCN or issue a POPLA code
-Complain to DVLA and BPA0 -

In fact I would just email the BPA to complain, like everyone else does when in this situation.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

@coupon-mad so just email BPA with a complaint & leave it at that or shall I email the PPC also?
Are there any examples of a good complaint? (tried to search) do I need to write a lot of detail or just get my point across to BPA?0 -
This needs to be in your own words. Mail the BPA you can copy in the ppc if you want but you don't need to. It will neither advantage or disadvantage you.
No need for War and Peace just tell them what happened and that you want them to investigate.0
