check if a grant was applied for the mothers estate probate courts keep the records.
check the deeds of the house with the land reg.

There's no reason why the sisters who get LOA can't employ a solicitor to do the work of the estate - that way they will have someone as a barrier between them and any aggravation from their sisters.
They will also be able to point out that every delay, email, phone call, etc, to the solicitor will reduce the eventual inheritance - that can focus minds on allowing the job to get done.0 -
