Mint card balance transfer

Does anyone know if you receive a credit card balance transfer application form in the post is this guaranteed or do they still do a search on your credit record? The reason I ask is because a couple of months ago DS was refused credit card with Mint but has now received form in post.

I think you'll find it's simply a 'postcode lottery', and they'll have bought your details from somewhere.
Credit card providers do not give credit without searching your credit file first...and they can't do that without your permission (in the form of a signed application form).0
