Where operators make enquiries for vehicle keeper data under the KADOE (Keeper at Date of Event)
system, they should do so in accordance with the ‘Guidance for private car parking operators, Making
a vehicle keeper enquiry using the KADOE system’ guide of October 2016 and as revised from time to
time. It is important to note that the guidance requires the operator to hold photographic evidence of
a parking event at the time that any such application is made. Where, for any reason, photographic evidence
is not held, such an enquiry should be made through the DVLA’s manual application process.
this should now be challenged whenever possible and if they have used KODOE and are unable to produce photographs , a full complaint made to bill and ben (IPC) but more importantly to the DVLA
