    Barclays let you opt out of Contactless debit cards. But not their Barclaycard credit card.

    I used to work for them less than a year ago, that's where I know it from.

    Also it's common sense otherwise anyone could get their hands on the card and use it to pay for items before the proper customer does. Requiring the Pin to be used to activate the card means you know the real customer has the card and has used it at least once before the contactless activates.
