The circumstances on the day are irrelevant, so forget what happened. You appeal on points of law and contract. The NEWBIES tells you this.
You appeal on all the grounds available to you from post 3 of the NEWBIES.
No NTK will be top of the list as by the time you submit the appeal it will be impossible for the scammers to send an NTK by day 56.
Your appeal should include No NTK, non PoFA compliance, Not the landowner, No standing to issue charges, Inadequate signage to name but a few.
Please edit out the !!!61623 errors, often caused by using smart punctuation on a 'phone.

You don't need that. The fact there was no NTK will win it! ECP can't cope with windscreen PCNs.Have searched through the threads on this forum and can't seem to find any example POPLA appeals which are trying to dispute a PCN based on this specific scenario of not being parked within a marked bay,PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
