If you do go to a garden, don't be afraid to speak to the owner and say, "I noticed there were some seed heads on those pretty (blue/pink, whatever) tall plants near the xxx and I wondered if you have ever tried to propagate these from seeds?" and then be prepared to ask if you could snip a seed-head or two to try them yourself (being armed with some secateurs and a paper bag) - I always ask but I know others do surreptitiously snip, as I have seen some doing so.
