Prep or no prep for painting Zinsser directly onto skirting boards?

I'm completely new to the world of DIY. My new skirting boards already looked primed ([photos](https://imgur.com/a/RO5Sv5u)) so I was wondering whether it's okay to put a coat or two of Zinsser's Perma-White Interior Satin Paint directly onto them or should I sand/prepare them somehow first?

    New primed skirting doesn't really need prep, ensure that the caulk/filler on the mitres & joins is smooth because it'll show up more when painted. I just gave mine a wipe over to remove dust and painted with zinsser

    Ah, with water or a dry cloth?

    I'd suggest wipe with a damp, not soaking wet cloth then allow to dry,
