Registered letter with no enclosure.

Today I signed for a letter (window envelope) addressed to me. When I opened the letter all it contained was a sheet of paper with my name and address on it. The letter was posted in Romford.
Why would someone pay for a signed letter with no content. I am concerned that they just wanted proof of posting to use in some sort of scam.
Any ideas please.

On the envelope there is a Royal Mail signed for label a postage paid label. The track and trace ref is GQ 3862 5177 0GB which says the letter was posted at the post office at 10.40am yesterday. No return address but this written on the flap- 72 1GH OJP. Its a mystery.0

doesnt give much information unfortunately other than it was posted on 21st at 10:40 am. Is it worth giving your local post office a call or popping in and explaining the situation to see if they can help trace where it came from?
And the other code comes up with nothing after a google search.Little One born 19/12/18

That is the return address - house number and postcode.
Edit: Although having had another look, that's not a valid postcode - it should be of the form XXn(n) nXX where X are alphabetic and n are numeric.
So IGn 0JP might work - any chance the 'H' could be a number of some sort ?0 -

If it is that, it's an extremely industrial road in the middle of a business area...and doesn't appear to have a number 72.
Anything else on the paper at all in the way of reference numbers?0 -
I think this will remain a mystery to the Op until someone realises they've sent a letter with no content.
Hopefully whoever it is has not sent the contents in another envelope to the wrong recipient!0 -
I would find it v odd to receive something like that - would be concerned that someone was going to say "but you signed for a letter about it "0

The postcode is Barking Business Centre Thames Road, where there is a 7A and a 7B and 27 other companies.
