UKCPM Formal Demand

Hi,
Your advice will be much appreciated!
I have received a Formal Demand letter from UKCPM today, dated 18/06/18, in relation to a PCN issued on 15/05/18. The amount is £100. I have checked the location where the ticket was issued and realised that the car was in possession of a local independent car wash where I took it for a full valet.
The parking estate where the PCN was issued is right outside the car wash. The car was in their possession for 5 to 6 hours. The car was parked in the bay shown on the PCN when I went to collect it. There was no PCN on the windscreen, neither did the car wash guys make me aware of one.
On that day I had an argument with the car wash guys as they damaged the push-out cup holder in the car but they denied it. Based on that experience, and the fact that I don't have a receipt, I assume it would be another case of my word against theirs. I have gone there today and spoke to the worker who done the valet. He admitted he remembers the car was parked there but that I need to speak to the manager later. The guys working there do not seem to have any issues in communicating in English unless something goes wrong; upon which they do not seem to understand or speak English. They would not provide their names either!
I am planning to speak to the car wash manager later on today but I would like your advice on my options should they deny liability. I have never been to the parking estate where the infringement took place either before or after that date. I have noticed that there is a transfer of liability section on the back of the formal demand letter; would that be the way forward if the manager refuses to take responsibility?

OH DEAR, these scammers do make me laugh
The trouble UKCPM has is that they belong to one
of the biggest UK scams and that is the IPC, their
so called trade body.
There was never any chance of you winning an appeal
because it's a scam set up.
Next wheeze is a letter from the infamous Gladstones
solicitors who by the way set up the scam in the first
place.
Gladstones are incompetent at the best of times as you

THE CAR WASH
What I would do is present the car wash boss with the letter
as clearly his staff are parking cars where they should not
after the wash.
If he says he owns the spaces get him to cancel it
You must be aware that these car washes are a cash
business with a big turnover, big enough where they
should be VAT registered but they won't be.
Therefore you require a VAT receipt which shows their
VAT registration number. .... that would be interesting
You will also be aware that these car washes employ
illegals and you should indicate that you know that
Then ask he pays you £100 to send to the parking company
... not he pays them, you will only accept cash and you will
deal with it.
I had that in a car wash where I asked for a VAT receipt
and was refused. Oddly enough when I said I would
contact Customs to request a copy, he gave me the
car wash free
Most of these car washes border on being illegal so
play on that as there is currently a crackdown by
Border Force and they have asked people to report
maybe illegals workers

So would it be a waste of time to fill in the transfer of liability slip with the details of the car wash?
I am unsure as to what to do if the manager will not take responsibility. As mentioned, I have had disagreement in the past with him regarding the cup holder and he was a d**k then, so I assume it would be more of the same from him this time.

When you talk to the Manager, record the conversation (not joking, record the conversation). Start calmly by asking whether he or his staff recall your car being there for 5 hours on xx/xx/xx and whether he has evidence of your payment for the car wash/valet service...yu want him to say ''yes'' and you record that.The parking estate where the PCN was issued is right outside the car wash. Then tell him (only then) that you are recording the conversation because you are being sued, and can he act to cancel the PCN, yes or no, does he know who the landowner is who got UKPCM in, yes or no?
etc.
You then have evidence to defend it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
