Abbey would not decrease my credit limit.

I have activated my new Abbey/Santander credit card and I wanted a lower credit limit as I don't need £11000+ of credit limit. I was told that they couldn't increase or decrease my credit limit, and I was told it might be a new Abbey rule.
And they confirmed that the high credit limit was probably to match my other Abbey/Mbna credit card (which is 11000+too).
Has anyone heard of that new rule before? I would have thought there wouldn't be any problems decreasing a credit limit.
It's the first time (ever)as well that I was asked to give the 3 security number at the back of my card,that was when I was passed from the credit card customer services to another department to ask for the security codes etc... to get my account online, that got me suspicious but it was probably my paranoia..........was it?:think:
