Parking Eye - Ticket machine broken

Hi
New to all this have received a Parking Charge Notice, after paying for the parking £3 instead of £2.50
the machine kept my money but did not give out a ticket, I did not want to then pay again by phone, hense they have now sent my father in law the PCN dated 14/6/18 for £60 or £100 thereafter, to be paid by 28/06/18.
Do I send the template letter with the information regarding the machine not working properly, does this come under mitigating circumstances?
Also I want the letters to come to my address but not wanting to admit driver details, as not wanting my inlaws to by hasseled by these rip off merchants as I overpayed anyway
thanks in advance for any help:)

FIL fills in the appeal form online to PE, telling them that the lessee/keeper of the car on that day was YOU at YOUR ADDRESS. He then adds that he has NOT had an opportunity to pass the PCN to you and as he has transferred liability he suggests they send you a PCN and allow you to appeal (HE MUST NOT SAY 'DRIVER').
They will send you a PCN shortly after, in July.
Then (next month when you get the PCN to you) you appeal, calling yourself the ''lessee'' of the car. That's not a lie, you were *let* the car at the time (money doesn't have to change hands to be a 'lessee' of a car which has no definition in the POFA).
Then you will win at POPLA because PE won't have been able to jump through the para 13/14 (schedule 4 of the POFA) hoops for a lessee.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
