And your opinion is based upon what?

Just my personal experience on driving, to give enough time to slow down on to right speed and not abruptly.

After a 10-second delay, the first car to pass the gantry at 60 mph would have been 270 metres away when the limit changed. That is three times the distance needed to come to a complete stop, never mind lose a few mph.

I would suggest that anyone who really needs more than 10 seconds must have reactions so slow that he shouldn't be driving.

I have had a similar thought in passing - for example I was driving on the M25 past the M4 this weekend, going at 70 as the gantry came to life as I approached; as I went underneath it I was slowing safely but was definitely going above the 50 it had just changed to.

    You were lucky. :D

And if all you ever did on a motorway was travel along in one lane, watching the car ahead and the speed sign on the gantry you'd be right.

But in reality, driving on a motorway often involves joining it and merging with traffic, at speed, or finding a gap if congested. It involves over-taking other vehicles which should normally require you to check mirrors, indicate, check blind-spots. etc etc

If you are waiting to over-take there's a good chance you'll have spent at least 10 seconds watching traffic, finding a gap, mirrors, indicate, mirrors, blind-spot, maneuver. And oh !!!!!!, that speed indicator on the gantry changed while I was focused on driving safely.
  • There is a delay between when the speed changes and when it is enforced. It's probably 1-5 minutes or something. Basically, you will definitely pass another speed sign before the limit is enforced.

So in excess of 270 metres not looking at what’s in front of you?

If driving is too difficult for you then you need to use the mega bus.
