UKCPM - County Court Claim - Private parking ticket

Dear All,
I hope you guys can help me - theres little time left and I'm thinking of just paying the Claim. I have a dated 11th June Claim form from which I took out of my letter box yesterday. So if I'm following the rules I have to reply to the court by this coming Monday?
I have been sent this form for a ticket that was apparently sent to me back on the 12th of February 2017.
They are claiming I owe them £175 for the amount + £25 court fee + legal fee £50 totalling £250.90
The company in question is UK CPM (UK Car Park).
I bought my flat in Nov 2013 without a designated bay.
Cpm took over management on 18/08/14 from UKPC
Theres nothing in my lease about parking enforcement or tickets.
I spoke briefly with a law professional who said the private company must be fair with costs etc but we didn't discuss further.
Can anyone tell me if a private firm can wait legally 16 months before issuing a county court claim?
How on earth am I supposed to remember the details surrounding this ticket?
How can I launch a defence against this when I cant remember what I had for breakfast last week?
Truth is I have had many 'tickets' and ignored all of them - my fear is this is just the beginning and this may be just a test to see how I react?
If this was a local authority penalty then at least you can say you didn't get the original ticket then the process starts again to give you a chance to fight?
Does a private firm have to follow the same rules I think probably not.
I also was told that any amount over £100 would probably be thrown out as 100 is the 'fair' limit? is that true?
Any advice gratefully received.

Just to add - I have not owned a car for many years due to not having a bay and that I use hire cars via work when I need one.0

That response should be an Acknowledgement of Service which will give you until 4pm on Monday 16 July to file your Defence.
So now you need to read post #2 of the NEWBIES FAQ sticky thread and follow the detailed instructions on how to do that AoS.

Have you read the sticky thread? The one in capitals, top of the forum? 2nd post, all about court claims and what to do and how to do it?
And have you SEEN the number of UKCPM claims right now being defended here? You could have a defence done within the day...just by reading all the others.
Easy stage, by comparison. So many other threads exactly the same and yet you think you have no time. Wrong.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
