Hi all
I have read the MSE forums concerning PCNs from PE, I just want some advice as how to deal with the PCN that was issued...
1. Do I lodge a complaint with the Facilities manager of the hospital, the objective is to gain a cancelleation through this complaint ...
2. Lodge a complaint via PEs Appeal process, but, get drawn into letter tennis after asking for POPLA codes, unclear signage etc.....
3. Follow the route of ignoring multiple demands and threats from PE....

1) YES , usually that is PALS , and quote the JEREMY HUNT guidelines at them from 3 years ago

2) yes , using the template from that thread you were told to read and appealing as KEEPER, not driver (do not reveal who was driving to anyone)

A POPLA code is to be used, it's not just an exercise. But it is Plan B.
Plan A is the PALS complaint. I've complained to Coventry NHS Trust for someone before and found them very happy to cancel these scam PCNs, very helpful.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.You never know how far you can go until you go too far.0
