call centre fraud ( tfl congestion charge )

We recently used the tfl website to pay the congestion charge with our credit card and 1 day after we used there website our card had a tester ( £1 taken ) and then another 10 transactions taken for aprox £680 by using the card on ebay. Is it possible for the people in the call centres to see all the information of the card at there end and how the hell have the people used the card when they don't have the card security number on the back of the card ?

No, the 'call centre' staff won't have access to your card details if you paid on the website. I know us call centre people are the lowest of the low in many eyes, but we aren't responsible for every bad thing that happens to everyone you know.
The TFL website uses a secure payment system operated by telicity, a separate company. So in all honesty NOBODY at tfl, let alone the call centre, will have had access to your card.
Was it a brand-new never-before used card? Card details can be gleaned from several sources and the timing was probably just coincidence. If you contact your bank, ebay, paypal and whoever else has processed the card you can get them to investigate, get an answer to how your card was used without the security digits, probably get your money back, and maybe get a few answers that way.

I used to investigate fraud, and in some their procedures are very lax. I was able to make "customer not present" tests, gaining the credit card number and expiry date, which is all you need if you make a transaction outside Europe.
Some call centres do have extensive security and audit, but it is in the minority in my experience.Altough ebay is a more likely candidate.Fred Bloggs0 -
I'm sure mrg9999 would agree there are so many different ways of acquiring someones card details including the 3 figures (CVV) next to the magstrip that it beggars belief.
It's difficult to point a finger.
