I'd be tempted to tell them you don't charge as you have control of the thermostat, there's no water meter(?), broadband cost isn't impacted, and you aren't bothered about calculating the extra for showers/cooking/your LED lights..0

I have some old bills from when I was in sole occupation. I've monitored usage of gas/electricity/water since having a lodger, so know how much extra one will cost. My rent is inclusive of utility bills (subject to fair usage), and probably accounts for no more than £30 per month at present.
The lodger is on benefits, and I've not been asked for a breakdown, nor do I really expect to be asked.Her courage will change the world.
