Gleeson and Green belt issues

I reserved a plot with Gleeson homes the first week in May, I was the first to reserve on the day of release. There is a grass just outside of the proposed site, on the main road. One of the selling points were that Gleeson were selling the land to Green belt in order to prevent the council from applying charges in the future for maintaining the patch of grass, therefore no site fees/service charges. Our development is due to start in 2 weeks time and I visited the office yesterday to check for updates. We were told that Green belt want to charge us £86.40 a year to maintain the grass. Looking on line I cant see any positive reviews regarding Green belt and in some instances the charges have increased by 44% in just a few years. Frustrating after we have paid reservation fees and solicitors fees to discover that hidden charges have now appeared. I now cant decide whether to pull out of the development. Has anyone bought a house where there is green belt? Or has this happened on any other Gleeson developments? I suppose my concern is what else will change to the development in the 2 years of build.
