    solanum55 - many thanks for adding the additional information although it doesn't resolve my understanding as the terms used don't provide the level of detail needed - that's not a criticism but simply a mismatch in our shared understanding.

    2005 - you refer to a property transfer this was accompanied by an old fashioned paper title deed plan - I assume you mean that it was a Transfer of part and the transfer deed included a copy of the title plan relevant to the land/property out of which part was being transferred

    2013 - do you mean that they 'split' the title in some way so as to secure a loan against only part of it?
    This resulted in new digital format Official Copy of title deed plans being produced - do you mean that a new title was created for part of the land/property using the then available Ordnance Survey detail?
    If you do then that title plan is relevant to the new title only and it is important to remember that title plans (not deed plans) show the general boundaries only for it's own registered title. As such it would not have created a strip of land - it may look that way depending on how you view/match the details for each title but I'd refer you back to the previous post and the devil being in the detail. What your own title register and plan refer to re the right of access is the detail you would rely on here

    You state "So we have 2005 title deed plans showing a boundary in one place and a 2013 Official Copy of title plan showing the boundary as being in a significantly different place" - title deed plans and OC title plans will often differ as they are different plans created and used at different times and for different purposes

    I totally agree that you need to resolve this to ensure that the rights you need to access your property exist and are registered to ensure no issues in the future whether the neighbour develops the site or a prospective buyer queries it.

    As such I think options 2 and 3 are your way forward initially to clarify what the registered details confirm and match that with the reality on the ground as well as what you believe should exist re the right of access.

    Option 2 would be an enquiry rather than a complaint as I think at this stage it is unclear as to whether the changes you mention have had the impact suggested. You clearly think they have impacted although at present nobody else seems to and as such it may be simply confirmation of your own understanding that you are after or reassurance that the position as originally explained when you bought for example remains unaltered.
