UKPC late NTK

HI guys, just a quick one,
I have received a NTK from UKPC, this is very late, Windscreen dated 19/3, NTK dated, 5/6.
Read everything up, and I believe i just appeal using standard template, but should I add a line in about it being late too?

Very easy one to win, and the template is fine to use.
Ignore a letter/email begging to be told who was driving, and wait for the POPLA code (or UKPC will cancel when they realise you are not biting).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Rather than start a new thread I thought replying here would be better. I also received a late NTK from UKPC. The ticket was dated 11/11/18, the date on the NTK letter was 9/1/19. 59 Days after is too late isn't it?
I also received a letter asking for the details of the driver in order to process my appeal further.
Should I resend the appeal template from the newbie thread again or just wait?

yes , send the same appeal as keeper as before, add a paragraph stating that they have failed POFA2012 so as keeper you are not liable (they failed the 56 day rule)
