NtK not received.
One simple question.
Disregarding the fact that the NtK was not received, would the above dates be compliant with the POFA for service of a NtK.

Even if a NTK was posted on the 3rd January, the earliest it could've arrived would be 5th January, which would be 16th day after the parking event; so too late for POFAAlleged date of contravention 20/12/17

Just to clarify - there's no discrepancy between me and Castle. On the bald dates alone (which is the way I interpreted your question), for ANPR capture, the PPC isn't too late in accessing keeper details from the DVLA - they scrape in.
The small detail (:D) of how they manage to serve the NtK within the PoFA timescale is another matter, and would be a major problem for them - as highlighted by Castle.Please note, we are not a legal advice forum. So Saturdays, Sundays and public holidays are irrelevant for the 14 days but are for the presumption of service by normal post.
I'm having some fun with a ppc and just about to invite them into a contract to pay me for reading their lavatory waste.0
