The truth of this as well explained by David Carrod
"The problem is, that the parking operators obtain the keeper's address from the DVLA at the time the ticket was issued, which could be several years ago. So even if the keeper has subsequently updated their V5C with the DVLA, the Claim gets issued to the original address the operator has on file. Therein lies the problem"
What will the new Justice Secretary David Gauke do about this

The stress on people finding that scum parking firms have ruined their credit must be enormous.
What annoys me about that piece though, is they single out parking firms but also say 'debts should be paid' (errrm...yes of course, but 99% of scam parking 'fines' are an extortionate piece of trash, not a 'debt' to any reasonable person).
IMHO parking companies should quite simply be put out of business and their obnoxious business models made illegal, especially ANPR and just the fact they *can* charge silly money for any old made up drivel excuse, by hiding a few crappy signs on a wall.
I would be happy if all parking firm employees were out of a job, this time next week, and their greedy, anti-driver/anti-consumer owners facing jail in due course. Seems fair to me, after all they ruin people's lives, credit and peace of mind.
And let the intimidated victims line up, to reclaim all the paid PCNs, to be refunded from the ill-gotten gains swimming in these firms' bank accounts and off-shore 'investments'.
No word of a lie. That's my honest opinion on the entire industry after 10 years of helping people fight this outrageous scam.
I can dream.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
